Severn Intergenerational Center - Request for Proposals: Architectural/Engineering Services

Five proposals, one original and four copies addressed to Arundel Community Development Services, Inc., (ACDS), from architectural/civil engineering firms who are interested in collaborating with Anne Arundel County for the provision of professional services for project design, preparation of detailed construction documents and construction observation for the Severn Intergenerational Center, at 1140 Reece Road, Severn, Maryland 21144, will be received until 12:00 noon local time, Friday, August 30, 2019, at the office of ACDS, 2666 Riva Road, Suite 210, Annapolis, Maryland 21401.

Services will be provided in five phases including (1) schematic design, (2) design development, (3) preparation of construction documents, (4) assistance with contractor procurement, and (5) services during construction, as required for the design and site development and construction of a Boys & Girls Club facility and an Anne Arundel County Senior Activity Center, comprising approximately 28,000 square feet.

A pre-bid conference will be held on Monday, August 12, 2019, at 12:30 p.m. local time, at 1140 Reece Road, Severn, Maryland 21144.  The purpose of this meeting is to provide prospective Offerors with the opportunity to clarify any questions they may have regarding the project.  All potential Offerors are requested to attend this meeting; however, attendance is not a requirement for submitting a proposal.

ACDS intends to enter into a contract with the qualified architectural team that has the highest cumulative point total based on the selection criteria identified in the Request for Proposals.
The estimated construction cost range for this project is: $10,000,000 - $12,000,000.

Funding for this project is to be made available through a federally funded Community Development Block Grant Program, Video Lottery Facility Local Impact Grant Special Revenue Fund County VLT Program, Maryland Board of Public Works, State Department of Aging Capital Grant and private foundation monies.

The federal requirements for this project, including Section 3, are explained in the Federal Requirements for Professional Services Contracts Related to Construction Projects of $100,000 or More, included in the Request for Proposals.
